display a border less form inside the desktop area

I am creating a dektop ticker for that i created a borderless form. Initially I can’t move the form in the desktop. So I used user32.dll for moving the form. But I am facing another problem is that the user can drag and place the form outside the desktop, so that I won’t be visible. I want to place the form inside the desktop area even if the user place it outside the desktop.
