JWT has nothing to do with Identity, you can easily create JWT in ASP.NET Core 5 and Custom User Tables as explained in the article.

Dapper is a Micro-ORM, you can create JWT token and store it in DB if that is necessary. Here is one example to generate JWT token, https://www.codeproject.com/Articles/1221556/ASP-NET-Core-With-Dapper-And-VS-2017-Using-JWT
