So how do I install the framework on a machine if it's needed?

download dotnetfx.exe from microsoft.com and manually add it to deplyment package. You can also download and install add-in for deplayment wizard - dotnet bootstrapper, it will add function of checking availability of .Net framework on client computer and automatic starting setup of dotnetfx.exe if you want.
