If u are using sharepoint 2010 means while creating the web application in sharepoint enable the Client Integration.Then
if you want to downlaod the file in library means click on the FILE -> in dropdown select SEND and there are option link email a link, download a copy etc.,click download a copy then u can down the file from document library in local system.
