You can use spire.doc.dll (available on nuget) to insert html string to word easily.
Document doc = new Document();
doc.AddSection();

Paragraph para = doc.Sections[0].AddParagraph();

para.AppendHTML("YourHTMLString");

doc.SaveToFile(@"output.docx", FileFormat.Docx2013);

Consider using document conversion classes from a professional toolkit like LEADTOOLS (https://www.leadtools.com/sdk/document/document-converter).
To use it, simply get the string that contains HTML from the database and use the DocumentConverter Class to convert it as follows:
using (MemoryStream ms = new MemoryStream())
{
   // Sample string here. Get your string from DB
   string HTMLString = "   Test HTML  .style1 { font-size: xx-large; }
Hello WebWorld!
  ";
   StreamWriter writer = new StreamWriter(ms);
   writer.Write(HTMLString);
   writer.Flush();
   ms.Position = 0;
   var options = new LoadDocumentOptions();
   using (var document = DocumentFactory.LoadFromStream(ms, options))
   {
      using (DocumentConverter documentConverter = new DocumentConverter())
      {
         var outFile = @"outFile.doc";
         var format = DocumentFormat.Doc;
         var jobData = DocumentConverterJobs.CreateJobData(document, outFile, format);
         jobData.JobName = "conversion job";
         var job = documentConverter.Jobs.CreateJob(jobData);
         documentConverter.Jobs.RunJob(job);
      }
   }
}
