It's path denied problem that means website doesn't have access over it

\\Webfilefs\websites\DATAPOOL006\u12zrnx\wwwroot\ChartImage\ChartPic_000001.png

from server where site is hosted, goto Start -> Run command and paste above path

Are you able to see the image? If yes, then on following directly give your IIS Site App Pool Read access , i.e., '\\Webfilefs\websites\DATAPOOL006\u12zrnx\wwwroot\ChartImage\'

To do that:
- Goto Windows Explorer->Rt click on ChartImage folder ->Properties
- Goto Security tab->Edit
Then click Add and add IIS Default AppPool\
