"Event listener" on browser (IE or Chrome)

I would like to program an event listener that fires right before the browser's (IE or Chrome) "Save-as" dialog appears.
Plus when this is achieved, i would like to open the "Save-as" dialog window with my own address to save the file to.

Can anybody help?

It depends on many things. Your question is very vague. Do you want this to happen only with your web site? Do you need it to happen for all web sites and for multiple browsers? Do you want to do this without the permission of the owner of the computer, or will the owner want software that you provide for doing this?
