If yes there could be two reasons for the same
1. Your service might not be running, cross check the same by opening your service in browser.
2. Your service might not be exposing the metadata endpoint. To do so you need to expose an endpoint that uses IMetadataExchange service contract. Please refer this article for more info on exposing metadata https://msdn.microsoft.com/en-us/library/aa751951%28v=vs.110%29.aspx
