I have a few questions regarding game design as a hobby:
-Is game design simpler in c# (if I know a lot of c# and not much c++), or should I invest my time into learning it in c++?
-If I were to develop clones of the following games, how much time should I expect to invest in them? -tetris, pac-man, mario, starcraft
-Has technology made the game development process viable for a single person?

Have you seen the following?
Note that the most profitable game environments are XBOX and PSP and Wii (I might have forgotten some). Expect to spend a year learning about each one. My cousin is part owner and chief developer for Blue Shift Inc and he spent nearly a year leraning about one of the game systems.
