first you need to install node then your npm(node package manager command) will work

download and install NodeJS from here https://nodejs.org/en/download/

That error belongs to node package which is not installed on your local machine, so try to install Node from official site and then try to install React application.

One more thing, for default React project installation you can use create-react-app appname command that will initialize default application of React.
