Help creating a windows application

Not going to lie, Im completely new to this so here we go ... basically Im trying to design an application in windows that will utilise the wifi and bluetooth services on my laptop but i have no idea were to start in terms of which programming language to use or which development software to use. I am currently studying toward a Masters in electronic engineering so I have some experience with programming but nothing outside of C#. Any advice you can offer would be greatly appreciated. Southhampton, I havent been there since the 70's great place but personally I would use c++ builder.

For building blue tooth Application in C# you need to use .. DLL from

that Library has all the method to interact with The Blue tooth device :)
