How can i create an unlock code for locking an app?

Question

What am looking for is the same functionality that resembles an unlock code before one can access that phone dialer app that comes by default on windows phones. Is it possible? So that each time a user tries to access the phone dialer app he/she is prompted to prove/answer something before they can access calling capabilities
