my question is that, How can we make Platform independent dot net applications means a dot net app can run on windows, smartphone, iphone, windowsCE, or any other tablets ?

The short answer is that you can't - those platforms are just too diverse.

With one or two minor exceptions, Microsoft have never tried to target anything else but their own operaing systems in any case.

In contrast Mono applications can target (amongst others) Linux, Mac OS X, Solaris and Windows. Xamarin also have Mono products for the iPhone and Android platforms:
