Most scanner can meet your need. You can use barcode scanner, you should put the barcord scanner.dll file to your project. Or use .net barcode reader directly, and add the .net barcode reader.dll file to your .net class.
You can choose the best way you like.

I would look at WMI; it might provide a way to get that. Serial numbers are often dependent on the manufacturer; there is not a standard way to get serial numbers. The best source of information is the vendor of the scanner device.
