You will need to introduce a property call IsRequired in the View Model for that and you can set it accordingly as per user when user logs in and then in view you can check if that is set then you can check on form post if that property is true and then check that it is being provided with value. For Example:
public class AttachmentViewModel
{

      public long? AttachmentId { get; set; }

      public long AttachmentTypeId { get; set; }

      public string ArabicName { get; set; }

      public string EnglishName { get; set; }

      public bool IsManadatory { get; set; }
}
and in View you will have that in the form as hidden field:
@Html.HiddenFor(x => Model.AttachmentsViewModel[i].IsManadatory)
and then in action you can validate that it is provided:
for (int i = 0; i < AttachmentsViewModel.Count; i++)
{
var attachment = AttachmentsViewModel[i];
      if (AttachmentsViewModel[i].IsManadatory && AttachmentsViewModel[i].AttachmentId == null && AttachmentsViewModel[i].Attachment == null)
{
ModelState.AddModelError($"AttachmentsViewModel[{i}].{nameof(attachment.Attachment)}", ResourceGetter.ApplicantAttachmentFormResources.Get("AttachmentRequired"));
IsValid = false;
}
Hope it gives idea.

dynamic control generating
if (userSurvey.EventControl == 1)
                                       {
                                           foreach (var item in answer)
                                           {
                                               <div class="col-md-12">
                                                   <div class="col-md-11 test">
                                                       @{
                                                           if (item.AnswerOption.Equals("Other (Please specify)"))
                                                           {
                                                               <div class="radio">
                                                                   <div class="col-md-4">

                                                               <br />
                                                               <div class="col-md-8">

                                                               div>
                                                           }
                                                           else
                                                           {
                                                               <input type="radio" name="@userSurvey.Id" value="@item.Id" id="@item.AnswerOption" class="radonotext"> @item.AnswerOption
                                                           }
                                                       }

                                                   div>
                                               div> }
                                                           }
how to use required field from run time...means if from database if isRequiredField is true then this fild is required other wise not required field.
