How to Add new user from SharePoint to AD usig infopat or VS

I need to Add New user information from SharePoint to Active Directory using infopath or visual studio 2012 .

Using " infopath-2013 Form or visual studio 2012 Form" a user will fill all necessary information as user submit the form that requests should ADD/Insert information into AD so new user will be created into AD .

Issue: kindly guide me how to ADD user information from SharePoint 2013 to Active Directory 2012.

Guide me either way ( Visual studio 2012 or infopath 2013 )
