How To bind selected sequence order from listbox in ASP.NET

As you are sending comma-separated value, your command should be as shown below where i am directly binding the GridView
var sql = "SELECT * FROM TermsCondionMaster WHERE ID IN ({0}) ORDER BY ID";
var values = TermsNdCondID; // your parameter
  var valuearray = values.Split(',');

  var parms = valuearray.Select((s, i) => "@p" + i.ToString()).ToArray();
  var inclause = string.Join(",", parms);

  using (var conn = new SqlConnection(connect))
  {
    var cmd = new SqlCommand(string.Format(sql, inclause), conn);
    for (var i = 0; i < valuearray.Length; i++)
    {
      cmd.Parameters.AddWithValue(parms[i], valuearray[i]);
    }
    conn.Open();
    var reader = cmd.ExecuteReader();
    GridView1.DataSource = reader;
    GridView1.DataBind();

i want to select item from listbox as as selected order.
means if i select 5th no row item then it shoud come in 1st selected item and if i select 2th row then it shoud come after 5th row.
