How to calculate the discount price in windows c#

I want to make my application to calculate a discount price. This is how I find my discount price,

            decimal discount, shopcost;

                discount = (_ttl * Convert.ToDecimal(discounttxt.Text)) / 100;

            }
            else if (discounttxt.Text != "")
            {
                discount = Convert.ToDecimal(discounttxt.Text);
            }
            else { discount = 0; }

            if (addcosttxt.Text != "")
            {
                shopcost = Convert.ToDecimal(addcosttxt.Text);
            }
            else { shopcost = 0; }

            txtNewTotal.Text = (_ttl- discount + shopcost).ToString();

As per my point of view CUSTOMERS ARE NOT ALLOWED TO GET DISCOUNT ON TAX. All the discount will be calculated prior to tax.

Grand total 100/-
Discount 10/-
Tax 5%
Shipping chg 2%
Net Amount *****

Amount and percentage is applicable as per your needs.
