How to change the Number Format in localization for WPF ?

• How to change the Localization for Desktop App Using WPF ?
• How to Change the Numbers,date,etc for User Language (Localization) 

For Example :

 

We are Used (en-US)  number Format like 4,294,967,295.00

but user used (nn-NO) number Format like 4.294.967.295,000
