I have Numbers begin perfix numbers if you try to inserted these numbers should be copmare perfix ,this numbers is barcode for a certain items

I think you can use CustomValidator control to implement it:
"server" id="txtSmallNumber" />
"server" id="txtBigNumber" />

"CustomValidator1" runat="server" ControlToValidate="txtSmallNumber"
ErrorMessage="pleases check the same value beween two textbox" Height="21px"
Width="154px" ClientValidationFunction="checkData">Please input
The following is the javascript validation function :

function checkData(source,args)
{
    args.IsValid=false;

    var value1=document.getElementById("<%=txtSmallNumber.ClientID%>").value;
    var value2=document.getElementById("<%=txtBigNumber.ClientID%>").value;

    // Ignoring first character for prefix...you can change as per your need
    value1 = str.substr(1, value1.length);
    value2 = str.substr(1, value2.length);
