how to control scrollbars in windows forms application?

I am developing C# windows Application.. I have a Window which have a scroll bar..

at runtime by default it is showing below controls.. so manually i am adjusting scroll bar to top at runtime.. but i want to show scrollbar at top at runtime.. how to do this..? how to control scroll bar..?
