How to convert set of images to video

First we have to compare images  with each other and  we have to place the images in sorted order and if any two images r same then delete the duplicate image.

Finally we have to convert all these set of images to Video.

we should not use any API/Dll's

Can any one know how to do it???  C#.net or Vb.net
