How to create a Web service that calls another Web Service?

Hi Everyone,

 

I'm new to .net and I was told to create a Web Service. Basically, this Web Service will also consume a Web Service. Somewhat, this would be just a pass through. I'd like to understand how this should be built. Also, am I to use WCF or just a native web service component? Appreciate your feedback.
