In addition to what Mahesh said, an important requirement is user profiles. Some simple forums do not require users to login but most forums (such as this web site's) require that all posts be done by members. So if you want to create the software yourself, a good place to start is with the mangement of users. In the case of this web site, the current software has two sets of users; one set is for the forums and the other set is for the authors. Each one of us must create each of our two users separtely. Many web sites are like that in the sense of separate users. In the new software for the Mindcracker web sites, it is my understanding that there will be only one user for each of us. So if you think about your requirements, you might create software that does not need to be totally re-done. If however you are able to develop forum software as sophisticated as these forums then you will have accomplished very much. Another important issue is the editor. There are many editors and it is not easy to write your own. This web site has had difficulty even with deciding which of the many editors available is the one it (this web site) uses. Also you need to decide whether you want to support a hirearchical format of posts within threads. A hierarchical format (such as shown by a tree view) is more useful but it is more complex to implement.

As other guys said, you may want to use already existing open-source forums. To create forums your own, you will have to build a database. There will be categories and posts (threads). Where very first thread is a parent and all replies are children. So in database table, you have to have a parent-children relationship. Let me know if you need more details on this. However, building forums will take you a long time. Months!
