How to create Tags and related post for forum

Hi i am developing a web site , which is related to online clinic. Where the health related problems will be answered.

Please help me, it is like a forum. What i want is how i can show related question and answers , if uses selects any of the question for viewing.

Same way how i can show tags below that query , how i can collect and show related tags there.

This is related to SEO. Please kindly guide.
