I am not answering your question, but a friendly unasked for suggestion.

WebForm technology is now pretty much obsolate for NEW development.

You are better of investing in something is that is upcoming for example, ASP.NET Core WebAPI, Blazor, etc.

One more thing, questions asked are too big to answer in single answer post.

Start of watching videos of Kudvenkat, Jamie King, Tim Corey, etc on YouTube.
