how to develop a console application to import a csv file

I want to develop an console application in which I want to import an csv file which is with 25records&3fiels for each(say), Now I want whenever I give 1st records 1st field as input I want to get the remaining 2 field values as output.
I am a student learning .Net So please help me out in this concern by giving step by step process.
