First of all if you want to develop native app, you have to learn Java or Objective-C/Swift. If you want to cross app, you have to use hybrid development framework such as cordova, react, adobe air .. What is the difference native app between hybrid? Which is the better?
If u want good performance, access to new feature quickly, good development support, more tutorial and custom object absolutely you have to develop your app as native.
If you want to minimum delay and min code, min cost, no custom animation, simple app, develop 3D or 2D game, you have to develop your app use hybrid technologies.
If you known any programming language, you can start Android or iOS app development. You find a lot of mobile tutorial and videos on youtube.
Dont afraid, if you know C,C sharp you can start Android because these languages similiar to Java. You can use Android Studio as IDE.
If you want iOS app, you have to have a macbook. Learn swift or objC programming language. Use XCode for development as IDE
Finally if you want to develop your app, you can access a lot of tutorial, e-book as pdf and videos on internet. These methods are enough for learnig how to develop app. Download sample apps from gitHub.
