How to Dial a Phone number via asp net page

I think it's not possible directly. but you can in with cisco  provider. it's work in web,

you cant dial a phone via asp, what you can do is install skype or build an addon to be installed and on handle markup tags that include phone numbers in them.
 
just like the skype addon does in IE and Firefox
