tot=effficiency/effective hrs; 03:00:00/09:00:00

totall=tot*100;

Assuming that:

1. 'effectivehrs' and 'actualhrs' are DateTime variables which represent times on the same day;

2. 'efficiency is a TimeSpan variable; and

3. 'tot' is a double variable;

then you can do this:

efficiency = effectivehrs-actualhrs;
tot = efficiency.TotalHours/effectivehrs.TimeOfDay.TotalHours * 100.0; // 33.33 recurring
