Hello,
here are two simple solutions.
x=2;
y=8;
z=x;

if y==0:
  z=1;
else:
  for n in range(1,abs(y)):
      z*=x;
   if y<0:
      z=1/z;

print(z);
or
def pow(x,y):
  if y==0:
    return 1;
  p=x;
  for n in range(1,abs(y)):
    p*=x;
  if y<0:
    p=1/p;
  return p;

x=2;
y=-1;
z=pow(x,y);
print (z);
