how to extract frames from a video in c# windows forms

Consider using the LEADTOOLS Multimedia Toolkit (https://www.leadtools.com/sdk/multimedia) which you can use to extract video frames from your videos using C#.

This is the code that will process the frame and extract it to an image:

You can use ffmpeg library which executes on commandline argument, you can also perform various functionality from it
