To show next upcomming time you can use DateTime.AddMinutes Method
which returns a new DateTime that adds the specified number of minutes to the value of this instance.

Now, above you said that all you have to do without using any timer control or script. But i think to display next random number and upcoming time you have to refresh your page after 5 min and for that you have to use script or some other logic.
