Most of the task can be completed using Visual Web Developer which if Free Product. Also there is Express Edition of Microsoft Visual Studio which does not require any commercial License and You are allowed to sell your Application in Market.
As somewhere in Microsoft Policy, it is clearly stated,
"There are no licensing restrictions for applications built using Visual Studio Express Editions."
