How to Give Full Rights to Folder During Setup Process

I have Developed a one Windows Desktop App in VS 2010 .net Framework 3.5 and I want to make its enterprise or professional setup of this Application.

During Setup I want to give full rights to folder So, How can do it in Setup Process?
