In SharePoint foundation not support Audience concept.
then how to hide the tabs in top link bar from unauthorized users.
that means i have site collection is there in that District site and Department site.
here when Admin enter into the main portal he able to view the District site and Depatment site and remaining links.
when District user enter into the portal he not able to view the Department site-------is it possible.
in the same way Department user enter into the portal he not able to view the District site-----is it possible.
please give me reply.

SharePoint has Unique to access flow. ie access flow from Top to bottom not in the reverse way.
For example : if a user has access "Contribute" access in Site Collection , by default he will have contribute access to all sites under that site collection, even if he have read access to the any site.
If you design the SharePoint user groups carefully.
when District user enter into the portal he not able to view the Department site------- it's possible.
in the same way Department user enter into the portal he not able to view the District site----- it's possible.
if District user enters in Department site or vice versa, SharePoint restrict the user as mentioned below.
