How to hide/remove modify view option in list/library

I have a scenario ,

i want to hide/remove "modify view " option using powershell script........

"Modify view" option is available based on the permission of the user on the sharepoint site.
If you assign appropriate permission this option will not be visible to user.

You can create permission level in sharepoint site and create a group.
Once the group is created, you can use powershell to add/remove users in this group.
