How to intercept incoming mail messages before getting to the POP3 server

I need an application that will intercept all incoming mail messages, modify them according to some specs and then send them onward to the mail server. I am an absolute rookie at this, please detail :)

One possible solution is to use an email client, such as Outlook, at least for reading the messages. .Net has support of sending messages but not receivning. Regardless, have a look at the articles in this web site; they will get you started at least.
