How to overcome personal site creation problem in sharepoint

I am following these steps and after that got the problem how to solve this.....

In SharePoint Server 2013 Central Admin I do this -
Step 1:Click on 

• Manage service applications

Step 2: Click on 
 User Profile Service Application
Step 3:
Click on:

• Manage User Profile

And when I find my Profile and then click on manage personal site it shows that The user has not created a personal site.
how to solve this problem ?Please describe in detail!
