Also ability to restrict local download and local print.How to do it in mvc application using c# or js or jquery

But the print and download should work in mapped network drive.It should only restrict the local download and print.

Try this
1) You can do using css
@media print {
  .hidden-print {
    display: none !important;
  }
}
2) Using JavaScript
