How To send a notification message to users of application

hello,

 

   Please consider this scenario. A Windows application(C#) is being used on 5 different machines. I want to lock that application but before locking I want to send notification message about locking of system to all 5 users who are currently using my application. How can this be achieved??? What functions or methos should be used???
