How To send Email to all Registered User E-mail ID in ASP C#

Question

All The Email Id should be taken from MS SQL Database at runtime. The Email should be Broadcast to all the registered users. Should be automatic send the Email at a specified time (i,e if i schedule to send Email at 12:30 PM then it should be sent automatically.)
