If you're wanting to do it in code behind rather than XAML, then this should work:

TextBlock tb = new TextBlock();

tb.Text = "Whatever";

TextDecorationCollection tdc = new TextDecorationCollection();

TextDecoration underline = new TextDecoration(); // underline is the default

tdc.Add(underline);

tb.TextDecorations = tdc;

label1.Content = tb;
