How to use PayPal payments system C# ASP.net

Question

I am finding it difficult to find content online about using PayPal's payment system API. I was wondering is it possible to integrate a paypal button which allows user1 to enter the amount it would like to transfer to another user2 assuming user1 have provided them with their email address ? Would this be difficult to create ? Any links or tutorials to make this possible would be greatly appreciated. I am using Visual Studio 2015 with C# ASP.Net Web forms.
