12 hrs timepicker in ASP.net

Time on the pop-up needs to be in 12 hrs format.I should be able to enter 12:30am. It would be best if the application can accept both (12 hrs and 24 hrs). If am/pm is not specified, assume the value in 24hrs format.

This is my requirement Please anobody suggest to get the solution
