i want to make a mathematics based application?

actually i am making an electronic device for bridge classicafication i am civil engineering student. This device will basically have an integrated App in it which classify different kinds of bridges. 1.can i use C# language to develop the app and then integrate in to PDA. .?? or there is another platform for electronic devices app. .i want windows based electronic device. 2. if yes then, i want to use some excel data in C#. and i want to give it conditions if else etc. tell me the easier way, 

3. As its all mathematical work and i want to use different units like TONS, FOOT, Inches and other things. .can you tell me the easier way because all the time i just simply start converting int to int32 , couldnn't just focus on the main issue. I have used MATLAB but someone recommended C# for the windows based electronic gadget.
