Icon Editor Help

I am writing my first C# program with Visual Studio .Net 2003 and want to change the program icon. I can call up a .ico icon file in the Icon Editor and modify it, but I can't seem to save the results. Even though I right-click and select Save, when I load the icon it is still in its original form. What am I missing?
