You can select the project template, then templates will appear as portrayed

Then give project name

Then you will get option to choose framework as shown

However, if you are looking for asp.net core then you need workload of ASP.NET and Web Development to be installed as shown:

Addtionally, I would like to suggest to use latest .NET 6 if you are creating new project as core 3.1 support is going end by Dec 2022.
