Invoke/Run a scheduler from web application

 Hi,

 I want to know, how to Invoke/Run a scheduler from web application.

 Here the scenario.

 1. Having a scheduler (third party tool hosted on server) which runs for ever 2 hours, updating  database after reading excel/text files.

 2. Users can view these data from web application and also will list those files which are in error  during upload.

 3. User will upload (File upload control) the corrected files to a folder from were scheduler will pick it.

 4. Sometimes Users needs the rights to run the third party tool manually.

 5. Am thinking of a provision for users to access/run this scheduler from web page itself.
 
    At the same time i need a response whether the scheduler still running or not.
