Is there a way to use Azure without giving your credit card?

I think the answeris No.

However, if youare using it as a Dev Essentials ( https://www.visualstudio.com/en-us/products/visual-studio-dev-essentials-vs.aspx)benefit, you will have to give credit card details but just about amount equivalent of 1 dollar in your local currency gets deducted but you get to use Azure for 1 year for free, which I believe is good enough.

When you create a free trail pack use your credit card once the $200 get complete will check for upgrade and then will charge from your credit card.

If you have any friends already have account then they can provide access to your Microsoft Live account ID where you can use their account and play around it until their value get over.
